Phase 3 and coconut flour

I am on day 8 of phase 3 and doing well, no weight gain, but Im so confused about some foods. I see posts of people using coconut or almond flour and continuing to eat Melba toast, I thought I had read that no starches are aloud at all until phase 4.. Are these flours considered a starch?
